These are fish scalers. Running the jagged teeth against the overlapping scales of freshly caught fish will remove their thin, clear protective covering. My mom just uses the back of her knife’s blade, and in a pinch, I’ve found the edge of a soup spoon to be an entirely adequate substitute. Whatever the tool, scaling fish is a job best done outdoors or in a sink full of water or with expertly angled tools...or else you can expect to be wiping wet scales off all four walls.
